CHALLENGES

Increasing complexity of public procurement procedures enforces the need for creating a EU-wide entity to support public institutions with know-how and clear guidelines how to efficiently collect all required market information and conduct tenders.

Public sector, in order to efficiently implement beyond state-of-the-art optical equipment in today’s networks needs to synchronize efforts by building a common procurement roadmap specifying common requirements in the short term and mid-to-long term areas of common European interests.

OBJECTIVES

The ultimate goal of the project is to optimize the usage of public funds for building beyond state-of-the-art public networks. The key approach towards this goal is a creation of a common information platform for public procurers and support them in the whole procurement process chain by providing the organizational and technical expertise.

Introduction to PCP

Pre-Commercial Procurement (PCP) is an approach within the public procurement of innovation, developed specifically for the procurement of R&D services rather than actual goods and services; if the goods or services developed during the R&D phase are to be procured, this would need to be based on a separate procurement process. EPPPL Conference 2015: Latest Developments in EU Public Procurement and Concessions Law

Concertation meeting – Turning cloud research into innovative software & services

When: 25 March 2015 Venue: The Egg, Brussels, Barastraat 175, Brussel, 175 Rue Bara, Bruxelles The third CloudWATCH Concertation meeting looks at future directions for software services and cloud in Europe, highlighting new opportunities for novel research and innovation to ensure Europe remains a world leader. The meeting takes stock of new services going to market in the near future assessing their go-to-market scenarios, user experience and potential barriers to uptake. It concludes with a call to action on the most pressing challenges for market uptake, defining practical steps that can be taken. ICT27 – submit your proposals in the H2020 opened calls related with PCP and PPI for 2015

A total budget of €130-140 million is published across the different Horizon 2020 work programmes of calls for proposals for PCP (pre-commercial procurement) and PPI (public procurement of innovative solutions) projects. Through Innovation support through public procurement actions (ICT 27 b) pilot deployment of software-defined optics in backbone networks are expected. Equip the networks of Public network operators (e.g., NRENs) with novel Software Defined Optical Networking technologies (from component level to system and network level) using first commercial hardware and software to transport high traffic volumes to demanding customers in a dynamic way. COMPLETE presentation @Milan event

COMPLETE was represented by Robert Pękal at the event organized by the European Commission “Modernizing the public sector and boosting economic growth through Innovation Procurement”. According to the Commission, public procurement, that accounts for some 19% of GDP in the European Union, represents an enormous potential market for innovative products and services, offering a powerful leverage for the modernization of public sector and for the competitiveness and growth of the European industry. This high-level event addressed how EU policies could gain from working to enhance the demand side and what instruments are actually in the hand of policy maker and public sector to optimize the public spending and, at the same time, to stimulate additional private investments. The event also offered an opportunity to hear first-hand from front-runner actors (procurers, suppliers) and experts how they are supporting the implementation of Public Procurement of Innovative Solutions (PPI) and Pre-Commercial Procurement (PCP).
